What’s Changing in EU Cosmetic Regulations?

The European Commission is updating its cosmetic rules under Regulation (EC) No 1223/2009 to ensure better protection for consumers. A new draft regulation has been introduced to control or limit the use of 12 specific ingredients in cosmetics.


Which Ingredients Are Being Reviewed?

  • Benzyl Salicylate – used for fragrance

  • Triphenyl Phosphate – used in nail polish and hair products

  • Ammonium Silver Zinc Aluminium Silicate – used in color cosmetics

  • Aluminium – often found in deodorants

  • Water-soluble zinc salts – sometimes used in anti-dandruff or soothing products

  • Acetylated Vetiver Oil – used for scent

  • Citral – a lemon-scented fragrance compound

  • HC Blue No. 18

  • HC Red No. 18

  • HC Yellow No. 16 – all three are hair dye ingredients

  • Hydroxypropyl p-phenylenediamine and its dihydrochloride salt – a hair dye compound

  • DHHB (Diethylamino Hydroxybenzoyl Hexyl Benzoate) – a UV filter used in sunscreens


What’s the Goal of This Update?

These updates are meant to protect skin, health, and confidence of consuments. Some ingredients may cause allergies, irritation, or other health concerns if not used correctly. The EU is putting stronger limits or even banning certain uses to make cosmetics safer than ever.
